About HB79

HB79 establishes an affordable homeownership revolving fund within Hawaii Housing Finance and Development Corporation (HHFDC) to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects.

HB79 appropriates American Rescue Plan Act funds for the fiscal year 2022-2023 for providing loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects.

Future of Hawaii

With the passing of HB79:

  • Non-profit affordable housing developers like Habitat for Humanity will have access to upfront dollars to produce affordable homes which will be paid back into the fund for future use by other nonprofit housing development organizations 
  • Non-profit community development financial institutions will deploy loans to help offer low mortgage and interest rates to low income families, whose payments will also go back into the fund
  • Under HB79, units are built and reserved for persons and families with an income less than or equal to 100% of the area median family income
